It can be sinusitis. . ? If so take Azithromycin 250mg tablet two times  for  3 days.

So we need more to know from her/him is the Duration of the pain, frequency of attacks in a week/months ?
About Tearing from eyes, nasal congestion, Light/noise sensitivity, Headache radiation in skull, vomiting, nausea.

Usually cluster headache lasts for short duration(15 mins to an hour) and doesn't respond to simple pain killer,
Migraine lasts longer (hours to all day could be), vomiting, light and noise sensitivity, and most common type in young females. Like you said it usually respond to mefenamic acid..

so she need to give us all these info..Also we should know about her eyesight..
